What is the best kind of dog to get when...?

What is the best kind of dog to get when your only allowed to have small dogs, with 3 kids in the house ages 14,12, and 7? My 14 year old thinks we should get a pug, as that's her favorite breed. My 7 year old thinks we should get a chihuahua, but I hate the little tiny dogs and once we move out of our current house, we are getting either an english or bull mastiff. All help is aprreciated!
