Why are 800 FEMA concentration camps in waiting in America?

just check the razor wire on top of the perimeter fence.in the photographs...is it angled inwards (in which case it`s meant to prevent people from escaping) ...or outwards (which is meant to prevent intruders)...that`ll give you a rough idea of what these camps are meant for
