Are some Iraqis still constrained to limited use of electricity? Why can't our contractors correct this ??

Well, if they would stop destroying the infrastructure at every opportunity more people would be enjoying electricity. Didn't you see what happened when they turned over one generation facility to the Iraq officials? In less than 2 months it was looted to being a shell.
