How long is too long to not see a boyfriend who lives 13 miles away?

This guy is busy with his work, studying for a new career, his daughter, his mom, his dog, his house...he professes he loves me, wants to marry me, but I see him every other week at best...lately even less, because now he needs to take a big test for his new career. He's 57 years old! What gives?
